यह पोर्टल राजस्थान सरकार के आबकारी विभाग द्वारा संचालित आधिकारिक ऑनलाइन लॉटरी एवं आवंटन पोर्टल है। इस पोर्टल के माध्यम से राज्य में मदिरा दुकानों (Country Liquor एवं Foreign Liquor) के पारदर्शी कम्प्यूटरीकृत लॉटरी आधारित आवंटन की प्रक्रिया सम्पन्न की जाती है।

This is the official Online Lottery and Allotment Portal operated by the Excise Department, Government of Rajasthan. The portal facilitates transparent computerized lottery-based allotment of liquor shops (Country Liquor and Foreign Liquor) across the state.

इस पोर्टल को आवंटन प्रक्रिया के पूर्ण डिजिटलीकरण के उद्देश्य से प्रारम्भ किया गया है। इसके प्रमुख लक्ष्यों में शामिल हैं:

The portal was launched to digitize the allotment process end-to-end, ensure transparency at every stage, reduce manual intervention, and provide citizens with easy online access to apply for shop licenses, track application status, and view lottery results from the comfort of their homes.

राजस्थान आबकारी विभाग की स्थापना वर्ष 1949 में राजस्थान राज्य के गठन के पश्चात् की गई थी। राज्य निर्माण के समय विभिन्न रियासतों में प्रचलित आबकारी नियमों को एकीकृत करके एक समान आबकारी प्रशासन की स्थापना की गई।

The Rajasthan Excise Department was established in 1949 following the formation of the state of Rajasthan. At the time of state formation, excise regulations prevalent across various princely states were unified to establish a uniform excise administration.

विभाग राजस्थान आबकारी अधिनियम, 1950 (Rajasthan Excise Act, 1950) तथा इसके अन्तर्गत बनाए गए नियमों के तहत कार्य करता है। यह अधिनियम राज्य में मदिरा, भांग एवं अफीम सहित विभिन्न आबकारी वस्तुओं के उत्पादन, भंडारण, परिवहन, विक्रय एवं उपभोग को विनियमित करता है।

The department operates under the Rajasthan Excise Act, 1950 and the rules framed thereunder. This Act regulates the production, storage, transport, sale, and consumption of various excisable commodities including liquor, hemp, and opium in the state.

पिछले सात दशकों में विभाग ने अपनी कार्यप्रणाली का निरन्तर आधुनिकीकरण किया है। ई-गवर्नेंस पहल के अन्तर्गत इस ऑनलाइन लॉटरी पोर्टल की शुरुआत विभाग के डिजिटल परिवर्तन की दिशा में एक महत्वपूर्ण कदम है।

Over the past seven decades, the department has continuously modernized its operations. The launch of this online lottery portal under the e-Governance initiative is a significant step towards the department's digital transformation.

इस पोर्टल के प्रमुख उद्देश्य निम्नलिखित हैं / The key objectives of this portal are as follows:

1. पारदर्शिता / Transparency: मदिरा दुकानों के आवंटन की सम्पूर्ण प्रक्रिया को पारदर्शी बनाना ताकि कोई भी आवेदक किसी भी स्तर पर प्रक्रिया की जानकारी प्राप्त कर सके।
   To make the entire allotment process of liquor shops transparent so that any applicant can access information at any stage.
2. ऑनलाइन आवेदन / Online Applications: CL एवं FL दुकानों के लाइसेंस हेतु ऑनलाइन आवेदन की सुविधा प्रदान करना।
   To provide the facility of online application for CL and FL shop licenses.
3. कम्प्यूटरीकृत लॉटरी / Computerized Lottery: निष्पक्ष एवं यादृच्छिक (random) कम्प्यूटरीकृत लॉटरी प्रणाली के माध्यम से दुकानों का आवंटन करना।
   To allot shops through a fair and random computerized lottery system.
4. रियल-टाइम स्थिति ट्रैकिंग / Real-time Status Tracking: आवेदकों को उनके आवेदन की वास्तविक समय में स्थिति जानने की सुविधा देना।
   To enable applicants to track the real-time status of their applications.
5. डिजिटल भुगतान / Digital Payments: आवेदन शुल्क एवं लाइसेंस शुल्क का ऑनलाइन भुगतान सुविधा उपलब्ध कराना।
   To provide online payment facility for application fees and license fees.
6. जिलेवार दुकान सूची / District-wise Shop Listings: सभी जिलों में उपलब्ध दुकानों की विस्तृत सूची ऑनलाइन प्रदर्शित करना।
   To display detailed listings of shops available across all districts online.
7. कागज़रहित प्रक्रिया / Reduce Paperwork: सम्पूर्ण आवेदन एवं आवंटन प्रक्रिया को डिजिटल बनाकर कागजी कार्यवाही को न्यूनतम करना।
   To minimize paperwork by digitizing the entire application and allotment process.

राजस्थान आबकारी विभाग का नेतृत्व आबकारी आयुक्त (Excise Commissioner) द्वारा किया जाता है, जो विभाग के सर्वोच्च प्रशासनिक अधिकारी हैं। आबकारी आयुक्त का मुख्यालय जयपुर में स्थित है।

The Rajasthan Excise Department is headed by the Excise Commissioner, who is the highest administrative officer of the department. The headquarters of the Excise Commissioner is located in Jaipur.

जिला स्तर पर जिला आबकारी अधिकारी (District Excise Officer - DEO) विभाग की समस्त गतिविधियों का संचालन करते हैं। प्रत्येक जिले में एक जिला आबकारी अधिकारी नियुक्त होता है जो उस जिले में आबकारी नीतियों के क्रियान्वयन, लाइसेंसिंग, निरीक्षण एवं राजस्व वसूली का कार्य देखते हैं।

At the district level, the District Excise Officer (DEO) manages all departmental activities. Each district has a designated DEO responsible for the implementation of excise policies, licensing, inspections, and revenue collection within the district.

तहसील स्तर पर तहसील आबकारी अधिकारी एवं आबकारी निरीक्षक (Excise Inspector) कार्यरत होते हैं, जो क्षेत्रीय स्तर पर नियमों के अनुपालन, दुकानों के निरीक्षण एवं अवैध गतिविधियों की रोकथाम का कार्य सम्पादित करते हैं।

At the Tehsil level, Tehsil Excise Officers and Excise Inspectors are deployed, who carry out compliance monitoring, shop inspections, and prevention of illegal activities at the field level.

यह त्रि-स्तरीय संरचना सुनिश्चित करती है कि आबकारी नीतियों का प्रभावी क्रियान्वयन राज्य के प्रत्येक भाग में हो और लॉटरी एवं आवंटन प्रक्रिया सुचारू रूप से संचालित हो।

This three-tier structure ensures effective implementation of excise policies across every part of the state and smooth conduct of the lottery and allotment process.
