1. परिचय / Introduction

राजस्थान सरकार का आबकारी विभाग ("विभाग") आपकी गोपनीयता की रक्षा के प्रति प्रतिबद्ध है। यह गोपनीयता नीति बताती है कि हम ऑनलाइन लॉटरी एवं आवंटन पोर्टल ("पोर्टल") के माध्यम से आपकी व्यक्तिगत जानकारी कैसे एकत्र, उपयोग, संग्रहित और सुरक्षित करते हैं। यह पोर्टल आबकारी लाइसेंस के प्रसंस्करण, लॉटरी आवंटन और संबंधित सेवाओं के लिए व्यक्तिगत जानकारी एकत्र करता है।

The Excise Department, Government of Rajasthan ("Department") is committed to protecting your privacy. This Privacy Policy explains how we collect, use, store, and secure your personal information through the Online Lottery & Allotment Portal ("Portal"). This Portal collects personal information for the processing of excise licenses, lottery allotments, and related services.

इस पोर्टल का उपयोग करके, आप इस गोपनीयता नीति में वर्णित प्रथाओं से सहमत होते हैं।

By using this Portal, you agree to the practices described in this Privacy Policy.

2. हम कौन-सी जानकारी एकत्र करते हैं / Information We Collect

आबकारी लाइसेंस आवेदन और लॉटरी प्रक्रिया के दौरान, हम निम्नलिखित व्यक्तिगत जानकारी एकत्र कर सकते हैं:

During the excise license application and lottery process, we may collect the following personal information:

• पूरा नाम / Full Name: आवेदक का पूरा नाम जैसा कि सरकारी दस्तावेजों में दर्ज है। Full name of the applicant as recorded in official documents.
• आधार संख्या / Aadhaar Number: पहचान सत्यापन के लिए 12 अंकों की विशिष्ट पहचान संख्या। 12-digit unique identification number for identity verification.
• पैन संख्या / PAN Number: स्थायी खाता संख्या, कर सत्यापन और वित्तीय अनुपालन के लिए। Permanent Account Number for tax verification and financial compliance.
• पता / Address: स्थायी और वर्तमान निवास पता, जिला, तहसील और पिन कोड सहित। Permanent and current residential address including district, tehsil, and PIN code.
• मोबाइल नंबर / Mobile Number: संपर्क और ओटीपी सत्यापन के लिए। For communication and OTP verification.
• ई-मेल पता / Email Address: पोर्टल सूचनाएँ और आवेदन अपडेट भेजने के लिए। For portal notifications and application updates.
• बैंक विवरण / Bank Details: बैंक खाता संख्या, आईएफएससी कोड, और शाखा विवरण — शुल्क भुगतान और धनवापसी प्रसंस्करण के लिए। Bank account number, IFSC code, and branch details — for fee payment and refund processing.
• फोटोग्राफ / Photographs: पासपोर्ट आकार का फोटो और आवेदक की पहचान हेतु अन्य चित्र। Passport-size photograph and other images for applicant identification.
• दस्तावेज / Documents: चरित्र प्रमाण पत्र, निवास प्रमाण, व्यवसाय पंजीकरण प्रमाण पत्र आदि। Character certificate, residence proof, business registration certificate, etc.

3. एकत्रण का उद्देश्य / Purpose of Collection

आपकी व्यक्तिगत जानकारी निम्नलिखित उद्देश्यों के लिए एकत्र और उपयोग की जाती है:

Your personal information is collected and used for the following purposes:

• आवेदन प्रसंस्करण / Application Processing: आबकारी लाइसेंस के लिए प्रस्तुत आवेदनों का प्रसंस्करण और मूल्यांकन। Processing and evaluation of applications submitted for excise licenses.
• पहचान सत्यापन / Identity Verification: आधार, पैन और अन्य दस्तावेजों के माध्यम से आवेदक की पहचान की पुष्टि। Verifying applicant identity through Aadhaar, PAN, and other supporting documents.
• संचार / Communication: आवेदन स्थिति, लॉटरी परिणाम, आवंटन विवरण और महत्वपूर्ण सूचनाओं की जानकारी देना। Communicating application status, lottery results, allotment details, and important notifications.
• लॉटरी प्रक्रिया / Lottery Process: कम्प्यूटरीकृत लॉटरी ड्रा का संचालन और परिणाम प्रकाशन। Conducting computerized lottery draws and publishing results.
• भुगतान प्रसंस्करण / Payment Processing: आवेदन शुल्क, लाइसेंस शुल्क और अन्य वैधानिक शुल्कों का प्रसंस्करण। Processing application fees, license fees, and other statutory charges.
• सांख्यिकीय विश्लेषण / Statistical Analysis: सरकारी नीति-निर्माण और सेवा सुधार के लिए अज्ञात (anonymized) सांख्यिकीय डेटा तैयार करना। Preparing anonymized statistical data for government policy-making and service improvement.
• विधिक अनुपालन / Legal Compliance: राजस्थान आबकारी अधिनियम, 1950 और संबंधित नियमों के तहत विधिक आवश्यकताओं को पूरा करना। Fulfilling legal requirements under the Rajasthan Excise Act, 1950 and related rules.

4. डेटा सुरक्षा / Data Security

हम आपकी व्यक्तिगत जानकारी की सुरक्षा के लिए उचित तकनीकी और संगठनात्मक उपाय अपनाते हैं:

We adopt appropriate technical and organizational measures to protect your personal information:

• एन्क्रिप्टेड स्टोरेज / Encrypted Storage: सभी संवेदनशील व्यक्तिगत डेटा को AES-256 एन्क्रिप्शन के साथ सुरक्षित सर्वरों पर संग्रहित किया जाता है। All sensitive personal data is stored on secure servers with AES-256 encryption.
• सुरक्षित ट्रांसमिशन / Secure Transmission: पोर्टल पर सभी डेटा ट्रांसमिशन SSL/TLS प्रोटोकॉल के माध्यम से एन्क्रिप्टेड होते हैं। All data transmissions on the Portal are encrypted via SSL/TLS protocols.
• एक्सेस कंट्रोल / Access Controls: व्यक्तिगत डेटा तक पहुँच केवल अधिकृत कर्मचारियों तक सीमित है, जो रोल-आधारित एक्सेस कंट्रोल (RBAC) द्वारा नियंत्रित होती है। Access to personal data is restricted to authorized personnel only, governed by Role-Based Access Controls (RBAC).
• आवधिक ऑडिट / Periodic Audits: सुरक्षा कमजोरियों की पहचान और सुधार के लिए नियमित सुरक्षा ऑडिट और पेनेट्रेशन टेस्टिंग की जाती है। Regular security audits and penetration testing are conducted to identify and remediate vulnerabilities.
• आईटी अधिनियम 2000 अनुपालन / IT Act 2000 Compliance: यह पोर्टल सूचना प्रौद्योगिकी अधिनियम, 2000 और सूचना प्रौद्योगिकी (उचित सुरक्षा प्रथाएँ और प्रक्रियाएँ तथा संवेदनशील व्यक्तिगत डेटा या सूचना) नियम, 2011 का पूर्ण अनुपालन करता है। This Portal fully complies with the Information Technology Act, 2000 and the Information Technology (Reasonable Security Practices and Procedures and Sensitive Personal Data or Information) Rules, 2011.

5. डेटा साझाकरण / Data Sharing

आपकी व्यक्तिगत जानकारी केवल निम्नलिखित अधिकृत सरकारी विभागों और एजेंसियों के साथ साझा की जा सकती है:

• जिला आबकारी कार्यालय / District Excise Office: आवेदन सत्यापन, निरीक्षण और लाइसेंस जारी करने के लिए। For application verification, inspection, and license issuance.
• कोषागार / Treasury: शुल्क भुगतान सत्यापन और राजस्व समाधान के लिए। For fee payment verification and revenue reconciliation.
• पुलिस सत्यापन / Police Verification: आवेदकों के चरित्र और आपराधिक रिकॉर्ड सत्यापन के लिए। For character and criminal record verification of applicants.
• राज्य कर विभाग / State Tax Department: कर अनुपालन सत्यापन के लिए, जहाँ लागू हो। For tax compliance verification, where applicable.
• न्यायालय / Courts: न्यायिक आदेश या कानूनी कार्यवाही के अनुसार, यदि आवश्यक हो। As required by judicial orders or legal proceedings.

हम आपकी व्यक्तिगत जानकारी किसी भी निजी तृतीय पक्ष को कभी नहीं बेचते, किराए पर नहीं देते या व्यावसायिक उद्देश्यों के लिए साझा नहीं करते।

• पहुँच का अधिकार / Right to Access: आप हमसे अनुरोध कर सकते हैं कि हम आपको बताएँ कि आपके बारे में कौन-सी व्यक्तिगत जानकारी हमारे पास संग्रहित है। You may request us to inform you about what personal information we hold about you.

8. डेटा प्रतिधारण / Data Retention

आपकी व्यक्तिगत जानकारी को सरकारी अभिलेख प्रतिधारण नीति के अनुसार 7 वर्षों तक बनाए रखा जाता है। यह अवधि आवेदन प्रसंस्करण पूर्ण होने, लाइसेंस अवधि समाप्त होने, या अंतिम लेनदेन की तिथि (जो भी बाद में हो) से प्रारंभ होती है।

Your personal information is retained for a period of 7 years in accordance with the government records retention policy. This period commences from the completion of application processing, expiry of license period, or the date of the last transaction — whichever is later.

प्रतिधारण अवधि समाप्त होने के बाद, आपका व्यक्तिगत डेटा सुरक्षित रूप से नष्ट या अज्ञात (anonymized) कर दिया जाएगा।

After the retention period expires, your personal data will be securely destroyed or anonymized.

9. तृतीय-पक्ष लिंक / Third-Party Links

इस पोर्टल में अन्य सरकारी और बाहरी वेबसाइटों के लिंक हो सकते हैं। ये लिंक केवल आपकी सुविधा और जानकारी के लिए प्रदान किए गए हैं। जब आप किसी बाहरी लिंक पर क्लिक करते हैं, तो आप इस पोर्टल को छोड़ देते हैं और संबंधित वेबसाइट की गोपनीयता नीति के अधीन हो जाते हैं।

आबकारी विभाग ऐसी बाहरी वेबसाइटों की गोपनीयता प्रथाओं या सामग्री के लिए उत्तरदायी नहीं है।

The Excise Department is not responsible for the privacy practices or content of such external websites.

10. नीति में अपडेट / Updates to Policy

यह गोपनीयता नीति समय-समय पर अपडेट की जा सकती है ताकि कानूनी आवश्यकताओं, तकनीकी परिवर्तनों या विभागीय नीतियों में बदलावों को प्रतिबिंबित किया जा सके। नीति में कोई भी महत्वपूर्ण परिवर्तन पोर्टल पर प्रमुखता से प्रकाशित किया जाएगा।

This Privacy Policy may be updated periodically to reflect changes in legal requirements, technological changes, or departmental policies. Any significant changes to the policy will be prominently published on the Portal.
