1. प्रतिबद्धता / Commitment

आबकारी विभाग, राजस्थान सरकार इस ऑनलाइन लॉटरी एवं आवंटन पोर्टल को सभी उपयोगकर्ताओं के लिए सुलभ बनाने के प्रति प्रतिबद्ध है, जिसमें दिव्यांगजन (persons with disabilities) भी शामिल हैं। हम मानते हैं कि प्रत्येक नागरिक को सरकारी सेवाओं तक समान पहुँच का अधिकार है, चाहे उनकी शारीरिक क्षमता, उम्र, या उपयोग में लाए जा रहे उपकरण कुछ भी हों।

The Excise Department, Government of Rajasthan is committed to making this Online Lottery & Allotment Portal accessible to all users, including persons with disabilities. We believe that every citizen has the right to equal access to government services, regardless of their physical ability, age, or the device they use.

हम निरंतर प्रयास करते हैं कि यह पोर्टल दिव्यांगजन अधिकार अधिनियम, 2016 और भारत सरकार के डिजिटल अभिगम्यता मानकों के अनुरूप बना रहे।

We continuously strive to ensure that this Portal remains in compliance with the Rights of Persons with Disabilities Act, 2016 and the digital accessibility standards of the Government of India.

2. मानक / Standards

यह पोर्टल निम्नलिखित अंतर्राष्ट्रीय और राष्ट्रीय अभिगम्यता मानकों का पालन करता है:

This Portal follows the following international and national accessibility standards:

  • WCAG 2.1 Level AA: वेब कंटेंट एक्सेसिबिलिटी गाइडलाइन्स (WCAG) 2.1, स्तर AA — वर्ल्ड वाइड वेब कंसोर्टियम (W3C) द्वारा प्रकाशित अंतर्राष्ट्रीय मानक। यह मानक सुनिश्चित करता है कि वेब सामग्री बोधगम्य (perceivable), संचालनीय (operable), समझने योग्य (understandable) और सुदृढ़ (robust) हो। Web Content Accessibility Guidelines (WCAG) 2.1, Level AA — the international standard published by the World Wide Web Consortium (W3C). This standard ensures that web content is perceivable, operable, understandable, and robust.
  • GIGW (भारतीय सरकारी वेबसाइट दिशानिर्देश) / Guidelines for Indian Government Websites: भारत सरकार के इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय द्वारा जारी GIGW दिशानिर्देशों का अनुपालन, जो सभी भारतीय सरकारी वेबसाइटों के लिए अनिवार्य हैं। Compliance with the GIGW guidelines issued by the Ministry of Electronics and Information Technology, Government of India, which are mandatory for all Indian government websites.

3. उपलब्ध अभिगम्यता सुविधाएँ / Accessibility Features Available

इस पोर्टल में निम्नलिखित अभिगम्यता सुविधाएँ उपलब्ध हैं:

  • फ़ॉन्ट आकार समायोजन नियंत्रण (A-, A, A+) / Font Size Adjustment Controls (A-, A, A+):

    पोर्टल के शीर्ष पट्टी में फ़ॉन्ट आकार नियंत्रण बटन (A-, A, A+) उपलब्ध हैं। "A-" बटन से पाठ्य का आकार छोटा किया जा सकता है, "A" बटन से डिफ़ॉल्ट आकार पर वापस लाया जा सकता है, और "A+" बटन से पाठ्य का आकार बड़ा किया जा सकता है। यह सुविधा कम दृष्टि वाले उपयोगकर्ताओं के लिए विशेष रूप से उपयोगी है।

    Font size control buttons (A-, A, A+) are available in the top bar of the Portal. The "A-" button reduces text size, the "A" button resets to the default size, and the "A+" button increases text size. This feature is particularly useful for users with low vision.

  • कीबोर्ड नेविगेशन समर्थन / Keyboard Navigation Support:

    पोर्टल की सभी कार्यक्षमताएँ कीबोर्ड के माध्यम से उपयोग की जा सकती हैं। Tab कुंजी से आगे नेविगेट करें, Shift+Tab से पीछे जाएँ, और Enter या Space कुंजी से आइटम सक्रिय करें। ड्रॉपडाउन मेन्यू को तीर कुंजियों (arrow keys) से नेविगेट किया जा सकता है।

    All functionalities of the Portal can be accessed via keyboard. Use the Tab key to navigate forward, Shift+Tab to go back, and Enter or Space key to activate items. Dropdown menus can be navigated using arrow keys.

  • "मुख्य सामग्री पर जाएँ" लिंक / Skip to Main Content Link:

    प्रत्येक पृष्ठ पर "मुख्य सामग्री पर जाएँ / Skip to main content" लिंक उपलब्ध है, जो Tab कुंजी दबाने पर दिखाई देता है। यह लिंक उपयोगकर्ताओं को हेडर और नेविगेशन को छोड़कर सीधे पृष्ठ की मुख्य सामग्री तक पहुँचने की अनुमति देता है।

    A "Skip to main content" link is available on every page, which becomes visible when the Tab key is pressed. This link allows users to bypass the header and navigation and go directly to the main content of the page.

  • सिमेंटिक HTML संरचना / Semantic HTML Structure:

    पोर्टल सिमेंटिक HTML5 तत्वों (जैसे <header>, <nav>, <main>, <section>, <footer>) का उपयोग करता है, जो स्क्रीन रीडर और सहायक प्रौद्योगिकी उपकरणों को पृष्ठ की संरचना को सही ढंग से समझने में मदद करते हैं।

    The Portal uses semantic HTML5 elements (such as <header>, <nav>, <main>, <section>, <footer>) that help screen readers and assistive technology devices correctly understand the structure of the page.

  • ARIA लेबल / ARIA Labels for Interactive Elements:

    सभी इंटरैक्टिव तत्वों (बटन, फ़ॉर्म फ़ील्ड, नेविगेशन तत्व) पर उचित ARIA (Accessible Rich Internet Applications) लेबल और भूमिकाएँ (roles) प्रदान की गई हैं ताकि सहायक प्रौद्योगिकी उपकरण उनके उद्देश्य को सही ढंग से संप्रेषित कर सकें।

    Appropriate ARIA (Accessible Rich Internet Applications) labels and roles are provided on all interactive elements (buttons, form fields, navigation elements) so that assistive technology devices can correctly convey their purpose.

  • उच्च कंट्रास्ट पाठ्य / High Contrast Text:

    पोर्टल का रंग संयोजन WCAG 2.1 AA कंट्रास्ट अनुपात आवश्यकताओं (सामान्य पाठ्य के लिए न्यूनतम 4.5:1 और बड़े पाठ्य के लिए न्यूनतम 3:1) को पूरा करता है, जिससे पाठ्य सभी उपयोगकर्ताओं के लिए स्पष्ट रूप से पठनीय होता है।

    The Portal's colour scheme meets WCAG 2.1 AA contrast ratio requirements (minimum 4.5:1 for normal text and minimum 3:1 for large text), ensuring text is clearly readable for all users.

  • चित्रों के लिए वैकल्पिक पाठ्य / Alt Text for Images:

    पोर्टल पर उपयोग किए गए सभी सूचनात्मक चित्रों (images) के लिए वर्णनात्मक वैकल्पिक पाठ्य (alt text) प्रदान किया गया है। सजावटी चित्रों को सहायक प्रौद्योगिकी से छिपाया गया है ताकि वे स्क्रीन रीडर उपयोगकर्ताओं के अनुभव में बाधा न डालें।

    Descriptive alt text is provided for all informative images used on the Portal. Decorative images are hidden from assistive technology so they do not interfere with the experience of screen reader users.

  • रेस्पॉन्सिव डिज़ाइन / Responsive Design for All Devices:

    पोर्टल पूर्णतः रेस्पॉन्सिव है और डेस्कटॉप, लैपटॉप, टैबलेट और मोबाइल फोन सहित सभी स्क्रीन आकारों पर सही ढंग से प्रदर्शित होता है। यह सुनिश्चित करता है कि उपयोगकर्ता किसी भी उपकरण से पोर्टल का उपयोग कर सकें।

    The Portal is fully responsive and displays correctly on all screen sizes including desktops, laptops, tablets, and mobile phones. This ensures that users can access the Portal from any device.

  • स्क्रीन रीडर संगत / Screen Reader Compatible:

    पोर्टल को स्क्रीन रीडर सॉफ्टवेयर के साथ संगत बनाया गया है। सभी पृष्ठों पर उचित शीर्षक पदानुक्रम (heading hierarchy), लैंडमार्क क्षेत्र (landmark regions), और सारणी शीर्षक (table headers) का उपयोग किया गया है ताकि स्क्रीन रीडर उपयोगकर्ता सामग्री को कुशलतापूर्वक नेविगेट कर सकें।

    The Portal is designed to be compatible with screen reader software. Proper heading hierarchy, landmark regions, and table headers are used on all pages so that screen reader users can navigate content efficiently.

This Portal is tested with the latest version of NVDA, and visually impaired users can access all Portal features through it.
  • VoiceOver: Apple के macOS और iOS उपकरणों में अंतर्निहित स्क्रीन रीडर। पोर्टल को Mac, iPhone और iPad पर VoiceOver के साथ परीक्षित किया गया है। The built-in screen reader in Apple's macOS and iOS devices. The Portal has been tested with VoiceOver on Mac, iPhone, and iPad.

6. ज्ञात सीमाएँ / Known Limitations

हम अपने पोर्टल की अभिगम्यता को लगातार बेहतर बनाने का प्रयास कर रहे हैं। वर्तमान में, निम्नलिखित ज्ञात सीमाएँ हैं जिन पर कार्य किया जा रहा है:

We are continuously working to improve the accessibility of our Portal. Currently, the following known limitations are being addressed:

  • PDF दस्तावेज / PDF Documents: कुछ पुराने PDF दस्तावेज पूर्ण रूप से अभिगम्य टैग्ड PDF प्रारूप में उपलब्ध नहीं हो सकते हैं। हम इन दस्तावेजों को अभिगम्य प्रारूपों में परिवर्तित करने की प्रक्रिया में हैं। Some older PDF documents may not be available in fully accessible tagged PDF format. We are in the process of converting these documents to accessible formats.
  • तृतीय-पक्ष सामग्री / Third-Party Content: भुगतान गेटवे और बाहरी लिंक जैसी तृतीय-पक्ष सेवाओं की अभिगम्यता पर हमारा सीधा नियंत्रण नहीं है, हालांकि हम केवल उन्हीं सेवा प्रदाताओं का चयन करते हैं जो अभिगम्यता मानकों का पालन करते हैं। We do not have direct control over the accessibility of third-party services such as payment gateways and external links, although we select only those service providers who follow accessibility standards.
  • जटिल डेटा तालिकाएँ / Complex Data Tables: कुछ जिलेवार डेटा तालिकाओं को मोबाइल स्क्रीन रीडर पर नेविगेट करना चुनौतीपूर्ण हो सकता है। हम इन तालिकाओं को अधिक अभिगम्य प्रारूप में पुनर्निर्मित करने पर कार्य कर रहे हैं। Navigating some district-wise data tables on mobile screen readers may be challenging. We are working on restructuring these tables into a more accessible format.

आबकारी विभाग रिपोर्ट की गई अभिगम्यता समस्याओं को गंभीरता से लेता है और उन्हें समयबद्ध तरीके से हल करने के लिए प्रतिबद्ध है:

The Excise Department takes reported accessibility issues seriously and is committed to resolving them in a time-bound manner:

  • प्रतिक्रिया समय / Response Time: सभी अभिगम्यता संबंधी शिकायतों को प्राप्त होने के 3 कार्यदिवसों के भीतर स्वीकृति प्रदान की जाएगी। All accessibility-related complaints will be acknowledged within 3 working days of receipt.
  • समाधान अवधि / Resolution Period: रिपोर्ट की गई अभिगम्यता समस्याओं को 30 दिनों के भीतर ठीक करने का प्रयास किया जाएगा। जटिल समस्याओं के लिए, समाधान की अपेक्षित समय-सीमा शिकायतकर्ता को सूचित की जाएगी। Reported accessibility issues will be addressed within 30 days. For complex issues, the expected resolution timeline will be communicated to the complainant.
  • नियमित ऑडिट / Regular Audits: हम तिमाही आधार पर पोर्टल का अभिगम्यता ऑडिट करते हैं ताकि नई समस्याओं की पहचान और समाधान किया जा सके। We conduct accessibility audits of the Portal on a quarterly basis to identify and resolve new issues.
