पात्रता मानदंड / Eligibility Criteria

राजस्थान आबकारी विभाग द्वारा संचालित शराब दुकान लॉटरी में आवेदन करने हेतु निम्नलिखित पात्रता शर्तों को पूरा करना अनिवार्य है। The following eligibility conditions must be fulfilled to apply for the liquor shop lottery conducted by the Rajasthan Excise Department:

• मूल निवासी / Permanent Resident: आवेदक राजस्थान राज्य का मूल निवासी होना चाहिए तथा उसके पास वैध मूल निवास प्रमाण पत्र होना अनिवार्य है। The applicant must be a permanent resident of Rajasthan and must possess a valid domicile certificate.
• आयु सीमा / Age Limit: आवेदक की आयु आवेदन की अन्तिम तिथि को न्यूनतम 21 वर्ष पूर्ण होनी चाहिए। The applicant must have completed a minimum age of 21 years as on the last date of application.
• आपराधिक मामले / Criminal Cases: आवेदक के विरुद्ध आबकारी अधिनियम अथवा भारतीय दण्ड संहिता (IPC) के अन्तर्गत कोई लम्बित आपराधिक मामला नहीं होना चाहिए। No criminal case should be pending against the applicant under the Excise Act or IPC.
• राजस्व बकायादार नहीं / Not a Revenue Defaulter: आवेदक आबकारी राजस्व का बकायादार नहीं होना चाहिए। किसी भी पूर्व अवधि का राजस्व बकाया नहीं होना चाहिए। The applicant must not be a defaulter of excise revenue for any previous period.
• पैन कार्ड एवं आधार कार्ड / PAN & Aadhaar: आवेदक के पास वैध पैन कार्ड तथा आधार कार्ड होना अनिवार्य है। The applicant must possess a valid PAN card and Aadhaar card.
• शासकीय सेवक / Government Servant: आवेदक कोई भी शासकीय सेवक अथवा निर्वाचित जनप्रतिनिधि नहीं होना चाहिए। The applicant must not be a government servant or an elected representative.
• लाइसेंस सीमा / License Limit: आवेदक के पास निर्धारित सीमा से अधिक लाइसेंस नहीं होने चाहिए। एक व्यक्ति अधिकतम दो लाइसेंस धारण कर सकता है। The applicant must not hold more than the permitted number of licenses. A single person may hold a maximum of two licenses.

आवश्यक दस्तावेज़ / Required Documents

आवेदन के समय निम्नलिखित दस्तावेज़ों की स्कैन प्रतियाँ अपलोड करना अनिवार्य है। सभी दस्तावेज़ स्पष्ट एवं पठनीय होने चाहिए। The following documents must be uploaded as scanned copies at the time of application. All documents must be clear and legible.

• आधार कार्ड / Aadhaar Card: आवेदक का वैध 12 अंकीय आधार कार्ड। Valid 12-digit Aadhaar card of the applicant.
• पैन कार्ड / PAN Card: आयकर विभाग द्वारा जारी स्थायी खाता संख्या (PAN) कार्ड। Permanent Account Number card issued by the Income Tax Department.
• मतदाता पहचान पत्र / Voter ID: भारत निर्वाचन आयोग द्वारा जारी मतदाता पहचान पत्र। Voter Identity Card issued by the Election Commission of India.
• पासपोर्ट साइज फोटो / Passport Size Photograph: हाल ही का रंगीन पासपोर्ट साइज फोटो (3.5 x 4.5 सेमी)। Recent colour passport size photograph (3.5 x 4.5 cm).
• निवास प्रमाण पत्र / Address Proof (Domicile Certificate): राजस्थान राज्य का मूल निवास प्रमाण पत्र। Domicile certificate of the State of Rajasthan.
• बैंक खाता विवरण / Bank Account Details: राष्ट्रीयकृत बैंक के खाते का विवरण जिसमें IFSC कोड, खाता संख्या एवं शाखा का नाम हो। Details of nationalized bank account including IFSC code, account number, and branch name.
• चरित्र प्रमाण पत्र / Character Certificate: सम्बन्धित थाने से जारी पुलिस चरित्र प्रमाण पत्र जो छह माह से अधिक पुराना न हो। Police character certificate from the concerned police station, not older than six months.
• आय प्रमाण पत्र / Income Certificate: सक्षम अधिकारी द्वारा जारी आय प्रमाण पत्र। Income certificate issued by the competent authority.
• जाति प्रमाण पत्र / Caste Certificate (if applicable): आरक्षण का लाभ लेने हेतु सक्षम अधिकारी द्वारा जारी जाति प्रमाण पत्र। Caste certificate issued by the competent authority, if claiming reservation benefit.

दुकान श्रेणियाँ / Shop Categories

शराब दुकानों को उनके स्थान, जनसंख्या क्षेत्र एवं व्यापार की सम्भावना के आधार पर चार श्रेणियों में वर्गीकृत किया गया है। Liquor shops are classified into four categories based on their location, population area, and business potential.

नोट: उपरोक्त शुल्क राशियाँ सांकेतिक हैं तथा वित्तीय वर्ष 2025-26 की आबकारी नीति के अनुसार परिवर्तनीय हैं।
Note: The above fee amounts are indicative and subject to change as per the Excise Policy for the financial year 2025-26.

सामान्य दिशानिर्देश / General Guidelines

आवेदकों को निम्नलिखित दिशानिर्देशों का ध्यानपूर्वक पालन करना अनिवार्य है। Applicants must carefully follow the guidelines mentioned below:

1. आवेदन केवल इस पोर्टल के माध्यम से ऑनलाइन ही स्वीकार किए जाएँगे। कोई भी ऑफ़लाइन आवेदन स्वीकार नहीं किया जाएगा।
   Applications will be accepted only online through this portal. No offline applications will be accepted.
2. एक आवेदक एक जिले में अधिकतम दो श्रेणियों हेतु आवेदन कर सकता है। प्रत्येक श्रेणी हेतु पृथक आवेदन शुल्क देय होगा।
   An applicant can apply for a maximum of two categories in one district. Separate application fees shall be payable for each category.
3. आवेदन शुल्क का भुगतान ऑनलाइन माध्यम (नेट बैंकिंग / डेबिट कार्ड / UPI) से ही किया जा सकता है। शुल्क अप्रतिदेय (non-refundable) है।
   Application fee can be paid only through online modes (Net Banking / Debit Card / UPI). The fee is non-refundable.
4. अपूर्ण आवेदन अथवा अस्पष्ट दस्तावेज़ वाले आवेदन बिना सूचना के निरस्त किये जा सकते हैं।
   Incomplete applications or applications with unclear documents may be rejected without notice.
5. लॉटरी ड्रॉ कम्प्यूटरीकृत पद्धति से किया जाएगा तथा इसमें किसी प्रकार का मानवीय हस्तक्षेप नहीं होगा।
   The lottery draw will be conducted through a computerized method and there will be no manual intervention.
6. चयनित आवेदकों को निर्धारित अवधि में प्रतिभूति जमा राशि एवं लाइसेंस शुल्क का भुगतान करना अनिवार्य होगा अन्यथा आवंटन स्वतः निरस्त हो जाएगा।
   Selected applicants must pay the security deposit and license fee within the prescribed period, failing which the allotment will be automatically cancelled.
7. किसी भी प्रकार की गलत सूचना देने पर आवेदन निरस्त होगा तथा आवेदक के विरुद्ध विधिक कार्यवाही की जा सकती है।
   In case of any false information, the application will be cancelled and legal action may be initiated against the applicant.
8. लॉटरी परिणाम इस पोर्टल पर प्रकाशित किया जाएगा तथा चयनित आवेदकों को SMS एवं ई-मेल द्वारा सूचित किया जाएगा।
   Lottery results will be published on this portal and selected applicants will be notified through SMS and email.
9. आवेदक को लॉटरी ड्रॉ की तिथि एवं समय की जानकारी पोर्टल की सूचना अनुभाग से प्राप्त करनी चाहिए।
   Applicants should obtain information about the date and time of the lottery draw from the notices section of this portal.
10. किसी भी विवाद की स्थिति में आबकारी आयुक्त, राजस्थान का निर्णय अन्तिम एवं बाध्यकारी होगा।
    In case of any dispute, the decision of the Excise Commissioner, Rajasthan shall be final and binding.

आरक्षण नीति / Reservation Policy

राजस्थान सरकार की आरक्षण नीति के अनुसार शराब दुकान लॉटरी में निम्नलिखित वर्गों हेतु आरक्षण का प्रावधान है। Reservation is provided in the liquor shop lottery for the following categories as per the reservation policy of the Government of Rajasthan:

• अनुसूचित जाति (SC): राज्य सरकार के नियमानुसार 16% दुकानें अनुसूचित जाति के आवेदकों हेतु आरक्षित हैं। 16% of shops are reserved for Scheduled Caste applicants as per state government norms.
• अनुसूचित जनजाति (ST): 12% दुकानें अनुसूचित जनजाति के आवेदकों हेतु आरक्षित हैं। 12% of shops are reserved for Scheduled Tribe applicants.
• अन्य पिछड़ा वर्ग (OBC): 21% दुकानें अन्य पिछड़ा वर्ग के आवेदकों हेतु आरक्षित हैं। 21% of shops are reserved for Other Backward Class applicants.
• महिला आवेदक / Women Applicants: प्रत्येक वर्ग में महिला आवेदकों हेतु क्षैतिज आरक्षण का प्रावधान है। Horizontal reservation is provided for women applicants in each category.
• दिव्यांगजन / Persons with Disabilities: राज्य सरकार के दिशानिर्देशों के अनुसार दिव्यांगजनों हेतु भी आरक्षण का प्रावधान है। Reservation is also provided for persons with disabilities as per state government guidelines.

आरक्षण का लाभ लेने हेतु आवेदकों को सम्बन्धित सक्षम अधिकारी द्वारा जारी वैध जाति / श्रेणी प्रमाण पत्र आवेदन के साथ अपलोड करना अनिवार्य है।
To avail the benefit of reservation, applicants must upload a valid caste/category certificate issued by the concerned competent authority along with the application.
